In 10-inch nonstick skillet, brown meat. Add onion and garlic; cook until onion is tender.

Stir in tomato pureé, water, tomato paste, parsley, sugar, basil, salt and ground black pepper; simmer 30 minutes.

Meanwhile, prepare pasta according to package directions; drain.

Serve pasta with meat sauce; sprinkled with Parmesan cheese, if desired.
