Heat oven to 350°F.
In medium skillet, brown meat until thoroughly cooked; add onion, green pepper and garlic. Cook until onion is tender but not brown; drain.
Stir in tomato sauce and pepper; simmer 5 minutes.
In small bowl, stir together 1 cup cheese, sour cream and parsley; set aside.
Prepare pasta according to package directions; drain.
In 2-quart casserole, stir together 1-1/2 cups meat sauce and one half pasta. Spread cheese mixture evenly over pasta. Top with remaining pasta and meat sauce. Sprinkle with remaining cheese.
Bake, covered, 20 minutes. Remove cover; bake 5 minutes or until cheese is lightly browned.
